Peggy H. Donnelly
Senior Associate

Peggy Hall Donnelly joined O.D. Systems Inc. as a Senior Associate after serving with the Central Intelligence Agency for nearly thirty years. Her expertise lies in the strategic alignment of human resources with the vision, mission, and goals of organizations.

Ms. Donnelly has extensive experience in integrating human resources planning with the strategic direction of organizations. Ms. Donnelly led the Intelligence Community team for the National Performance Review, bringing together strategic and innovative thinkers from the military and civilian intelligence organizations, and leaders from the business community to develop a long-range view of intelligence infrastructure and processes for the 21st Century.

A theme underlying Ms. Donnelly’s approach to organizational effectiveness is valuing the contribution of every member of the workforce in achieving the goals of the organization. She is adept at bringing together senior and junior personnel, core business and staff support employees and managers, and organizations and their clients in a shared vision. She has worked extensively in the fields of career development and counseling, executive development, design and delivery of training programs, and communications.

Ms. Donnelly has designed and implemented programs in performance appraisal, including upward feedback; employee development; and first line supervision, as well as substantive training programs in intelligence support functions. She has coached senior managers in communications strategies and techniques, job redesign, and conflict resolution. She also has worked with leadership teams on succession planning, team effectiveness, and assessing organizational effectiveness.

Effective communication is integrated into all of Ms. Donnelly’s work with organizations. She has developed and implemented innovative programs to enhance organizational effectiveness through the use of employee opinion surveys, online bulletin boards, focus groups, town meetings, and management advisory groups.

Ms. Donnelly has served for many years as an advisor and coach to participants in the Federal Women’s Executive Leadership Program, the Congressional Fellows Program, and the Presidential Management Intern Program. She is a member of the American Society for Public Administration, the American Society of Training and Development, the American Management Association, and the Association of Former Intelligence Officers. She holds a B.A. in Education and has done graduate work in organization development and related fields at Cornell University, the University of Southern California, the George Washington University, and the University of Maryland.
